When an article on TheOnion.com comes close to matching actual ballot propositions and (PDF version) then it is time to beat down (figuratively) on the fools that propose ideas like that. People shouldn't be paid (via a lottery incentive) to vote. The US has been going downhill since the poll tax was eliminated. There are other blog posts on this initiative.
